  15. Helmut Gets Clobbered

  17. <p>     The defeat that Helmut Kohl suffered in the Rhineland-
  18. Palatinate last week amounted to a mugging in his backyard.
  19. Although the Chancellor was not on the ticket, the polling for
  20. the legislature of his home state was seen throughout the
  21. country as a referendum on his handling of the merger of the
  22. two Germanys. His Christian Democratic party (CDU) was beaten,
  23. 38.7% to 44.8%, by the Social Democrats. Kohl, the state's
  24. premier from 1969 to 1976, admitted that the defeat was
  25. "personally painful."
  26. </p>
  27. <p>     Kohl has been criticized for timid handling of Germany's
  28. part in the gulf war and apparent callousness about the plight
  29. of eastern Germans, 21% of whom are effectively unemployed. But
  30. it was his turnabout on taxes that sank his party's fortunes in
  31. western Germany, where three-quarters of the voters live. He
  32. promised last year that unification could be financed without
  33. new taxes, but the immense and growing costs have instead
  34. forced him to raise taxes. As of July 1, the average German will
  35. pay 7.5% more.
  36. </p>
  37. <p>     The Rhineland vote had another unpleasant consequence for
  38. the Christian Democrats. In Bonn's bicameral legislature,
  39. members of the upper house represent the regional governments.
  40. With the Rhineland's four seats now going to the Social
  41. Democrats, the CDU has lost its majority in the chamber.
